I am doing indexing of DR Congo Census records. Question: Which is the surname?

Is it possible that the census record lists the "head of household" by surname in the first postion BUT then for the children, the surname of the child is listed in the second position?

I want to be correct in indexing the correct surnames of the children. I have encountered census records where it appears that the childrens' surnames are frequently listed as the second name. (Indexing instructions say: "generallly the first name listed will be the surname...but not always....)

    May we have a Shared Batch code so we can take a look at this? The Shared Batch code is the 7 numbers and letters, starting with the letter 'M' in brackets at the end of the Project name.
