You should be able to start the process to sign up for Partner Accounts that are free of charge to members of The Church of Jesus Christ of Latter-day Saints by clicking the link here, then following the prompts: https://www.familysearch.org/campaign/partneraccess/
If you have issues with this process, you can post here in the Community or call us at 1-866-406-1830 between the hours of 8:00 AM and 8:00 PM Mountain Time.

You can also access many restricted records by visiting your local Family History Center.
Here is how you can find the closest Family History Center. https://www.familysearch.org/help/fhcenters/locations/centerlocator
You can click on the nearest Family History Center and find the days and hours that they are open. At the Family History Center you can access other partners websites without having to pay for a subscription to those partner websites.

Even if you link your FamilySearch member account with other sites such as MyHeritage.com or Ancestry.com, you will not be able to see all of their collections. Many collections are available through the partner accounts, but some items will still not be available for free as you work from your personal computer. For this reason you may want to follow the suggestion provided by @CHold which will give you access to Institutional partner sites through the FamilySearch portal that is only available in our Family History Centers.
