Thank you for your question, actually we do not know what the registrar was using that symbol for. It would not be considered a part of the name and would not be indexed. We can disregard these @, just index the names of the person.

I don't know what the "@" means either - but my guess would be perhaps the rate of tax ("@" 1? next column - rate)? The problem with this is it doesn't seem to be uniformly defined. I also note there are no reference images and the Project notes do have an example with "@" but it does not explain. This would be something a tax assessor might be able to answer - but I do believe it has something to do with the rate of tax. If there were headings indicating what was being taxed - real estate or other property - and components/divisions of the 'county' tax that would help...
real estate lot sizes/ownership being in different situations might explain differences...
