Death certificates are the property of state and local governments, and if they choose to impose fees to access them, there's nothing you can do apart from taking political action to overturn the decision.

Have a look at the FamilySearch Wiki, which has pages for individual states and counties explaining how to access vital records.

It depends upon death date and collections being available. Familysearch is a great place to check for freely available records. If the collection isn't available on Familysearch then you may want to try state or county archives for older death records. Obituaries and burial records are great substitutes for official death records as well. Unfortunately for recent death certificates - you may have no other 'easy' option than to go through the county reference to their 'paid provider'. But then those recent deaths are somewhat more likely to have an obituary/burial record.
