Number for Death Place not on template

I'm working on US, Washington—County Death Registers, 1881–1979 [Part C]. The largest number on the Number Key Template for Death Place is 396 Wapato. Numbers on the page to be indexed are larger. I can't find the places those larger numbers refer to. Also, the number 23 for a place location is not on the template. Is there somewhere else I should look for these places?

    If there is not a reference on the Number Key Template for the Death Place, please mark the field <blank>. This would apply for all of the instances on the subject batch which have Death Place numbers over "396".

    As per your second point about location for number 23: I found in the project instruction what to remember about this project at the Death Place and Column Headings on the image of Number Key Template (Death Place): 23: Mason.
