To Index or Not? Marriage registrations

This is an interesting one - the heading says EXAMPLES, but the registrations seem to be real. So, should we index this info or mark it No Extractable Data?

    Interesting question! This image should not be indexed because it is an instructional page for the clergymen who will be recording marriages.
