What do I need to do when I have 22 names on page, all entered, but says need 40 names

I am doing indexing for Cairns 2nd Branch, what do I need to as I have entered 22 names for that page, but every thing is set a 40. I do not have 40 names on the page. What do O do,

    Some projects have a preset number of entries. When you have completed entering all the information on your image, you delete the unused entries. Click on the trash can icon, select "all blank entries", click delete. You will be left with 22 names and able to submit the batch.
