Is this method of avoiding putting a ? for a hard to read letter legal?
I am reviewing United States—Enlisted and Officer Muster Rolls and Rosters, 1916–1939 [Part J][M37X-625]
Instead of using a Question mark to replace a letter that could be one of several choices the indexing person has made an additional entry for the individual (Martin T L?hman) entry 19 & 20. Is this a legal solution?

I opened this batch and only see one Martin T. Lehman--#5 under Privates. The other entry should be deleted. Thank you for your question and your dedication.

No, that is not correct. That smudged letter could be o (with a dirty key) and/or maybe a and/or e double-typed. I don't know for sure what was intended. The correct Indexing action, in this situation, is to have one Entry with L?hman for the Surname, just as you suspect. That will provide the Researcher with choices that include all those possible letters and others.
