Need to find information on the father of Ole Johan Dahl who was born in Mandal, Vest-Agder, Norway
Ole Johan's father is Finn Dahl and I need to find the father's birth information (birth date and place). I know that his (Ole Johan's) mother is Ingrid Otilie Kathinka Pedersen who was born 13 December 1905 in Mandal, Vest-Agder, Norway. She is in Family Tree GWGJ-7T7. The birth records are restricted for this time period, but I believe that someone with a Norwegian e-mail address can look at them. Could someone help me?

The restrictions on records are based on Norwegian privacy laws and I am pretty certain it does not matter what your e-mail address is. Certain years are just not publicly available. The records do open automatically, however. So next year births for 1930 will become visible and in 2022 you will be able to view his birth record.
You do have a couple of options while waiting, however. First you might try writing to the archives in Kristiansand and ask for a transcription of that record. I've done that before with the archive in Bergen and they were happy to help. https://www.arkivverket.no/om-oss/besok-oss/statsarkivet-i-kristiansand has their e-mail address under Kontakt Oss.
Secondly, you might focus on finding the marriage record for Finn and Ingrid.
Birth records in the four Klokkerbok for Mandal prestegjeld are all transcribed. A quick search did not show any birth with Finn Dahl as father. The Norwegian wikipedia for him at https://no.wikipedia.org/wiki/Ole-Johan_Dahl mentions that he had a brother and a sister. Since I couldn't find them, then Ole Johan was probably oldest, which means his parents were probably married around 1929. Since he was born in Mandal and his mother was born in Mandal, most likely his parents were married in Mandal. Those records are not transcribed, but since marriage records are never restricted, you can look through the four Klokkerbok for Mandal to find it.

I had a bit of time to fiddle around before leaving for work and tried a variety of searches in case Finn and Ingrid were not marriage in Mandal and stumbled across this:

They were not married in Mandal but rather in London at Den Norske Sjømannsmisjon. Interesting to see that Finn's residence is a ship.
With the names of the fathers of the bride and groom as given here and birth places, you should be able to start tracing this couple back pretty easily, starting with the 1910 census. Or even the 1920 census if it has been transcribed for the correct areas yet.
Or, at least for Finn, just jump back to the 1900 census when he would have been just a couple of years old to find him here:

Your are "the man"!!! This marriage record index gives me Finn's father's name which matches up with the record I thought was probably him (Finn). That record is here: https://media.digitalarkivet.no/en/view/1013/212 . As far as Finn's residence being a ship, it looks like Ole Johan Dahl (b. 1848) and Finn Dahl (b. 1897) were both skibsførers, which I gather is "master (of a/the ship)". Thanks so much!

The family were born in Kristiansand, Vest-Agder except for the mother Ingrid Ottilie who was born in Mandal.
