Is the record telling me Carl Martin is with the coast guard?

I checked a few historic dictionaries and didn't find an exact match. Svenska Akademiens Ordbok (SAO) didn't have the word kustopplysningsman but it does have kustuppsyningsman which has a similar root meaning. It shows kustuppsyningsman was a term found in a book called Svensk författnings samling from 1831 and was listed as a position within the customs authorities.
