No Warning for Prior "Not a Match"

If two people were previously marked as "not a match" it would be good to see a warning and the explanation during the merge process. I just undid a merge, put a description of why it is not a match, did some more research, learned I was wrong, and went to re-perform the merge. I was surprised there was no mention of the earlier "not a match" decision.
