Here's the translation -
Year 1754
on the 15th of October, the retired man in Ostheeren Andreas Peper was married for the 13th time to the maiden Maria Maÿbaum, surviving daughter of the deceased farmer Jacob Maÿbaum from Dahrenstadt.
Note - Andreas is described as Altsitzer, which means a person on a life estate. I translated this as retired, for brevity's sake.

"for the 13th time" seems a bit unusual… I think it's only the third time. The "3" is probably just written with a big upstroke; there is no comparison in this snippet, however.

I also thought 13 was a bit extreme. There's no other 3 in the snippet, but the other 1s have an upstroke that isn't shown for what I took to be the 1 in 13, so you're probably right, Ulrich. On the other hand, none of the other numbers besides the 1 in the snippet have an upstroke.
Bill, you'll have to compare this 3 to other 3s in the larger document for comparison.
