I think this Lajos Kolman Sarkany was previously married to my ancestor. Please help determine what the Hungarian comments are telling us.

[*That's two different words in Hungarian. The first one is kerület, indicating a section of the city of Budapest, while the second is járás, indicating an administrative sub-division of a county.]
The thing one needs to know to make sense of the remark is that this is one of the Budapest registry-book archive copies that were (hand-)copied from the registry-office originals sometime in the 1950s, to replace the copies that were destroyed or lost from the archive during WWII. The old registry-book formats were no longer available, so they used the then-current ones, which were very different from the 1898 version. Among the information missing from the newer formats is the line on the old forms indicating how the informant or principals verified their identities. (It most often simply claims that the registrar knew them personally. Someday someone will do a tally of a registrar's personal acquaintances.)
Here's an example of an actual April 1898 marriage registry-book archive copy: https://www.familysearch.org/ark:/61903/3:1:S3HT-D4JH-Z8.
