Short Answer: Premium.
.
Slightly complicated ...
.
As far as I am aware, the FULL access you get to them at a "Family History Centre" (FHC) is ALMOST the same access that you get to them with a Subscription (ie. PAID).
.
As such ...
.
Away from a FHC, Members of the Church, do get a certain "Level" of access to SOME of them, without a Subscription (ie. PAID); but, the number that Members get access to; and, even the "Level" of access in such, is limited and NOT full, unfettered, access.
.
Whereas, away from a FHC, non-members without a Subscription (ie. PAID) to such "Sites", would NOT get such access like a FHC.
.
In other words, unless you have Subscription (ie. PAID) access to such "Sites", you will not be able to get FULL access such "Sites" away from a FHC.
.
Does that make sense?
.
I hope this helps.

An Ancestry collection such as Newspapers.com will allow a Church member to see the transcript of the newspaper article but you need the premium level to view the image which is helpful as the transcript sometimes leaves something to be desired.
