 Does it say anything why this 1 year old child (Joanne Jensen) is living in a family with a different surname?

It is because she is a "Pleiebarn ernæret af Fattigvæsenet".

She is a foster child fed by the Fattigvæsenet ["Fattigvæsenet" was the institution that help to feed the poor and get them to work]. So the institution paid the family to take this Johanne Jensen into their home (for a shorter or longer duration, depending on how long the family wanted to keep her).
