Adoption records were not generally considered confidential until the 1920s. Records of adoptions prior to that time may be available for review at the court where the adoption took place. Additionally, early adoptions may be covered in newspaper legal notices published in the jurisdiction where the adoption took place. A few jurisdictions make adiption records available after a specified number of years making them available for genealogical research. You will need to contact the appropriate jurisdiction to confirm local policies and practices.
You should also consider looking for orphanage records, newspaper reports, and adoption agency records that may not be subject to the same confidentiality policies.
