Help with Belgium, Antwerp, Police Immigration record

I'm not looking for a translation of this entire 8-page document, just trying to understand two small areas to hopefully make a connection. It seems to be the the record of by 2nd great grandfather:
Name: Cornelius Nolting (middle name unknown, but he named a son Christoffer)
Born: about 1824
Resided: in Emden, Hanover in 1855 and 1863 (census records with wife and children)
Occupation: tin smith or master smith
I'm wondering if you could translate number 2 and 3 on the page 7th page to see if there might be a connection, and understand the information about his father and mother. Here is the link to the source:

Hallo, Jennifer. The document is from police-immigration records for Antwerp, Belgium. As well Nolting as Cornelius is a Dutch name,and where you can see _du père in the snap only the town is given as place of birth for the father => Rotterdam,-so Dutch or residing there,and the annotation with it = Left at the 24 Februari 18(?)2;.....no mother name is given or place of birth for her.
Occupation, well tin smith or Black smith is not far from the occupation here, the term is "Maréchal-ferrant",which is a horse-smith ; the rest of the terminology is, "Travalliant chez la firm Huens in his town.", "working for the firm Huens in his town. Also, part of the other pages was the granting of a (Belgian)passport for Cornelius. I have my doubts on Hannover, as Hannover is far away, in fact the term is Emder Hafen , meaning 'port of Emden' ; the parents could be boat-people, as also Antwerp is a port town, and the father is coming from Rotterdam(porttown).You could try your luck in 'wiewaswie' on the web, search for Nolting,and Rotterdam, and check all the years of importance.

The original record of him is residing partially in the Felixarchief in Antwerp;but is an exact match with the one you presented.I found a record that could have a relative or brother,died in Antwerp 1858 aged 41 so born around 1817, in Emden Hanover and father "Scheepskapitein"=> ship's master !, the Belgian Rijksarchief also has him as 'sea-farer' written as 'zeelui'(residing Antwerp) but has no further info.
