Through Jewish Gen I found that Kopel Shenfelt is on a special list (see attachment). The link 2377245 in the upper right corner opens Film # 004922554. As I can not read cyrillic I do not know what this book is all about and how I can find any

Kopel is entry number 239 and it looks like there isn't any additional information here in the document that hasn't been indexed in JewishGen.

Here is a link to a list of records that are known to exist for Akkerman/Bilhorod Dnistrovskyi.

As you can see, some of them are available online (mostly the ones that state LDS Microfilms. LDS Microfilms = FamilySearch), but there are also some available at various archives.

Some of the ones that look most interesting would be the first item on the list, the revision lists held at the Moldova National Archives at Kishinev. If you scroll down on the page, you can see contact info for that archive. The note says the archive is unable to take requests via mail, but that is coming from an article written in 1997...that may not be the case anymore. It might be worth it to write to the archive to see if they could do a request for you. I can't get the website to load, but if you can get it to, they probably have an email listed on their website.

There are also some other revision list and census records that are available through FamilySearch that could prove useful. On the last column on the page you can see the status of indexing in the JewishGen Romania database. For those that say in process, you could try searching in the database, and if you don't find them, you might be able to browse the images on FamilySearch and see if you can find the family that way.
