Yes, it could be. I'm not sure if the writer is using nominative or genitive case here as I've seen it used both ways (colony of, vs. colony). There is also a Lipowka in the Wlodawa area (see this list: https://www.sggee.org/research/Gazetteer_Congress_Poland.pdf).
