As a "Stake, Temple and Family History, Consultant", provided you have discussed it with your Priesthood authority over "Temple and Family History" Work in your Stake (usually a High Counselor), go directly to (ie. visit the Wards in person) and meet with the Bishop; Elders Quorum Presidency; and, "Ward, Temple and Family History, Leader" (if one is 'Called') - take it directly to the Leaders in person.

Many Leaders are so busy with their other Church responsibilities (and, their own life); where, although important, "Temple and Family History" Work can take a lesser position (backseat) - but, not intentionally so.

Take the initiative, lead from below - but, as I suggested, provided you have discussed it with you Priesthood authority over "Temple and Family History" Work in your Stake (usually a High Counselor).

Do not wait for responses from, e-mails; or, even, telephone calls ...

Go get them ... grab them (but, not literally) ... take the initiative ...
.
It can be amazing, the results you will get ...

Do you know the history between the stake HC and ward TFHC? Might be a good place to start. Here is an example, the Monterey Stake does not communicate with the ward TFHCs. This means, they do not train, talk to, invite, or communicate FH matters at any time, not even a welcome email when the TFHC was Called. The stake will put on events and not even share the information ahead of time for the TFHC to pass it on to their respective wards. The stake treats the ward TFHCs as non-entities, by competing with them.
If I were in your shoes, I would meet with each ward TFHC as a get to know them, to ask them to bring you up to speed on how things were done in the past, what the communication was like, their participation in events, support or lack there of, and what they would like to see moving forward. Let them know that you were recently Called and would appreciate knowing what you are stepping into. Get the idea? Either you have ten shy people, or there is some history there. Remember to pray first and at the beginning of each meeting.

I agree with Arlene, you need to get to know the people in your stake with family history callings and find out what their needs and abilities are.
Maybe some of the consultants/leaders are in need of some basic training. This is very common in my stake, people are called with little or no experience and feel overwhelmed and inadequate. I tell them to learn one new thing at a time and teach that one thing to someone else, starting with their spouse/family member. You could offer monthly training meetings where the more experienced consultants teach the beginners. Have it at the family history center if you have one. Make sure everyone has a 1:1 helper to ensure no one gets lost or discouraged.
You could also contact the Elders Quorum counselor over family history in each ward and ask them to please let you know when family history consultants are called. Then you can meet with them individually as soon as they are called to help them get started on the right foot.
You could also offer to help ward leaders plan ward activities, like indexing or attaching memories (in small groups with 1:1 helpers). Or help them plan a ward or stake fireside where people who have had spiritual experiences doing family history could share their testimonies.

I meet with new temple and family history leaders and consultants as soon as they are called and go through this handout with them. I make sure their login is working and their tree is connected. I show them where to find the training online. I tell them this is the best calling ever!

When I was serving in this calling, there were a couple of things we did. Number 1: we sent out an email asking the FHC's questions like "What's your knowledge level?" "How comfortable are you on a computer?" "Do you know any languages besides English?" "Do you feel you need instruction in x, y, z, or all of the above?" Then, we held weekly classes at the FHC and put that out in both an email to all RS presidents and Elders Quorum presidents, and put it on the Stake Facebook page.
One thing that might be helpful are short little how-to videos that you can share with your ward level consultants. I create videos for my YouTube channel, sometimes specifically for questions my ward members have. Most people have time for a 10 minute video, but not time to drive to the ward building for an hour meeting and drive all the way home again.

I follow up with new consultants when we have our monthly trainings and I ask them how it's going. I also offer to help them prepare a lesson for someone in their ward and I offer to go with them to that lesson if they would like.
