There is more to this record than I am able to easily read, but, yes this appears to be the announcement of the reading of the banns (lysning) for farmer's son Olof Olofsson in Knåda and wheelmaker's/wheelwright's daughter Margtha Olofsdotter.
Your other record is also the lysning of parish smith Olof Olofsson in Knåda and soldier's daughter Sigri Olofsdotter also from Knåda. That link is here: https://www.familysearch.org/ark:/61903/3:1:3QHK-93TS-TZR?i=134&cat=64240.
There may be more to these records, but to me, at least, it appears that these two Olof Olofssons are probably not the same person. In the older record he is the "parish smith" and in the more recent one, it says he is a "farmer's son".
I am going to ask @Heidi Kuosmanen to check this out and correct me if I am wrong. Or, perhaps, there is another explanation.

In both of these lysning records, the husband is Olof Olofsson from Knåda, they are different persons and other marry Margtha Olofsdotter and other marry Sigri Olofsdotter. I don't think that these young women are sisters, because other is soldier's daughter and other is wheelmaker's daughter. Their names are common ones and you need to have some other proof like the father left the military and started doing wheels or he was a wheelmaker in the army.
