Abbreviated places

The place, Philadelphia, is abbreviated as "Phila" on a restricted image birth record. The PQS calls that out as a conflict.

Perhaps another case of the algorithm being a touch too literal?

Update: We corrected the index to Philadelphia. The index should update by Friday 21 Feb 25. And the issue should disappear :)
