Another thing you might want to do is check and see if Edward has any probate records. You may run into a document that states where in England he was from, as sometimes older wills would include biographical information. Basically any first-hand documentation you can find on Edward would be ideal. Records for his children and even his grandchildren may also contain references to where their father/grandfather was from.
Another thing I would suggest would be to look through local Virginia histories for genealogical/biographical information for any of Edward's descendants. Many biographical history books often contain information and ancestry lines for the individual being profiled, including where the family was said to originate. Of course the veracity of these secondhand sources can't be vouched for, but they can at least give you some starting points to try to locate Edward in English records.

In my experience, immigrants to America this early are tough to find and sometimes it's not possible to locate them back to their home country. The reason is that it's rare to find a document in America that names a specific place from England where the person came from. You can find people in England of the same name and time period, but unless you have something that says where the person came from specifically, there isn't a way to know that the Edward Maxey you found in England is the same person as the Edward Maxey you have in Virginia. There needs to be a connecting document somewhere that connects the 2 individuals.
Possible places to look are old county histories for the place in Virginia your ancestor lived. Probate and land documents in Virginia are also possibilities. Or family information that was recorded if there happens to be something like that out there.
