I just did a Google search for your question and found this. What do you think? https://www.vims.edu/library/_docs/anc-comvsanc-lib022013.pdf

The link for "Regular" Ancestry is for those who are using their individual accounts to link with Ancestry. The Institutional version is for those who are using the version that is offered free to patrons at the Family History Center. There are some differences in what information can be accessed with the 2 versions.

What are the differences?

Since this was published in 2013, there likely are more differences than this document details.

In the Institutional version there is no opportunity to create and build a tree and therefore there is no hinting. There is no access to public member trees. Those are two huge benefits that you find in an Ancestry account. The Institutional version is strictly for searching in the record collections. You do not attach records to an individual in your pedigree. It is strictly a search tool.
