Hopefully somebody with intimate familiarity with the temple department will chime in.
But I heard (rumor?) that when temples do get to Phase 4, the gigantic temple queue will be spread to all temples evenly, rather than trying to be concentrated on the temples in your area (as in the past).

Originally, the Work that was "Share[d] with the Temple System", went to one's (local) "Temple" District.
.
Some "Temple" District were 'jammed up' with Work ...
Whereas, some "Temple" District were 'coasting' ...
.
So, at some latter date, the "Temple" Work that 'jammed up' with BUSY "Temples" was "Shared" with the less BUSY "Temples".
.
Nowadays, I am not even certain that, when we "Share with the Temple System", that what we "Share"; even, goes to one's (local) "Temple" District.

Now, my understanding is that, EVERYTING that is "Share[d] with the Temple System", just goes into ONE Repository; and, the "Temples" just "Grab" a "Bunch" from that (Generic) Repository, as needs be.
.
I noticed, that before COVID-19, that we (ie. my "Temple"), was getting "Names", from those "Share[d] with the Temple System", from ALL around the World, not only from our Region (and, certainly, not only from, our still smaller "Temple" District).
.
I could be wrong; and, I may be 'way off base' ...
And, I stand corrected, if I am wrong ...
.

Right now, when you share to the temple it goes to the temple in whose district you are assigned to attend. So my shared names go to the Houston Temple. There is some sharing with other temples if one temple has too little names it can borrow from another temple.
There is talk of making a master one temple list that all temples draw from (Ron Tanner who is a project manager at FamilySearch has discussed this in his FB lives). That would help because some temples have names waiting longer than other temples depending how busy the temples are. The only exception to the master temple list would be certain languages, They want to make sure things like names for example in Chinese characters go to a temple where they can be read and pronounced.

Ok... as of a year ago, you should have noticed split ordinance work notifications; meaning baptism done in one temple, confirmation at another, even different nations. The algorithms were adjusted so any work you share with the temple probably will not be at your temple. Think of it like just in time deliveries. UTAH temples need higher volume of names yet other temples don’t have the patronage to support that temple. So we are now sharing the wealth! And all “deliveries” are just in time.
Yes, for years your work was kept at your temple. With all the refurb work being done (eg my Washington DC temple now 3.5 years closed ), why hold up the work?
one more change now in place... your printed cards will not be returned to you by the temple. And you will have to make an appointment for EVERY ordinance... you may get lucky and complete baptism, confirmation and endowment...at same time. Don’t count on it due to back log created by COVID.
Lastly, had a post stake conference meeting with Exec Dir. of all Temple and FH, Elder Kevin Hartman yesterday. He said in a matter of months, the Church will have digitized all microfiche records buried in the Wasatch mountains. .. years ahead of schedule.

For the past couple of years, the entire temple reservation and ordinance portion of Family Search has been in a rewrite process. The first new sign this was happening was the introduction of TempleReady. There were a number goals involved with the new system and one of them was to resolve problems with the then temple-shared ordinances, which had a number of problems. Part of the solution was to rework the allocation of temple shared names.
Now, instead of temple-shared ordinances being assigned to the temple district in which the sharing patron lived, the ordinances now go into a broader pool that covers a much larger geographical area. If an ordinance had not been picked up by a patron, or the ordinance is not waiting for prerequisite ordinances to be completed, is is in a FIFO queue. FIFO means first in, first out. There can still be long wait times, but once the temples return to full service, the ordinances will be processed more efficiently.
Keep in mind that the ability to pull ordinances to take to the temple will also improve the time that it used to take to complete the ordinance.
If a patron wants to take certain ordinances to do themselves, they should not reserve more ordinances than they can complete in a reasonable period of time, but share those with the temple system.

I hope this is the case, since the temple district I live in has a smaller temple with limited days and hours for temple sessions. So many in our area bring their own family names and so the temple submitted names must take a very long time to cycle through. A single sister in my ward has been submitting all her male names to the temple since ward members are all working on their own family names. She has some of her submitted male names just waiting for their ordinances to be done for years now.
