Find marriage certificate
I want to find a marriage certificate for my 2nd great-grandfather, Thomas Sharratt Smart, born 14 Sep 1823 in Upper Stonnall, Staffordshire, England. He married Ann Hayter in France. Family records state that it was 1 March 1847 in LeHavre, Seine, France. Ann was previously married and had a child, Louisa, by the first marriage on 11 Oct 1846 in France so her marriage to Thomas would have been after that date. They came to America in 1848 according to the 1850 US Census. I looked online and it says the following: A marriage certificate in France is called a livret de famille, which is a family history booklet. The problem is that I don't speak or write French and also I'm not sure if the couple were married in LeHavre as family tradition goes. I looked up the mayor of LeHavre and found his name was Edouard Philippe. I don't know his address. Please advise me what to do. Thanks.

Did any of the people you listed (Thomas, Ann, Louisa) have French citizenship? If not, French administration might not have records.

IT seems to me that the problem you have is that you do not have the exact town and since they are kept by town then it will be hard to find. Do you have his or her natualization record? It might give the birth for her. Also are they in the familysearch family tree. Please give the ID number.
