SSNs available on certain documents

I was searching for my great-grandmother's name through full-text search (which is absolutely awesome, BTW) - however, her daughter shares the same name, and her daughter's name is tied to her daughter's marriage certificate as parents are listed. When I pulled this up, I noticed that this kind of marriage certificate form that I have never seen before has all of their identifying information listed from 2010 - full SSNs and all! They're all still alive. I'm not sure if this is known, but wanted to make sure to mention.
