A more recent and definitely more informative FamilySearch page has been created to help provide information on both reason why a library would want to consider becoming a FamilySearch Affiliate Library, as well as the steps to apply, is at:

      Affiliate Library Information_Onboarding • • FamilySearch

      https://www.familysearch.org/en/affiliates/onboarding
There are over 1,400 FamilySearch affiliate libraries worldwide today. These affiliates help FamilySearch create broader access to historical record collections, more personalized patron assistance locally, and more personal family history discovery experiences. And what’s more, it’s free to be an affiliate!

Additionally, I did a presentation for Texas Connect as part of RootsTech earlier this year on our experiences with bringing our local library (which turned out to be a four county and 7-branch system) into the FamilySearch Affiliate Library system. If it would be of help, you can find it at:

It was presented at the request of the NA FamilySearch Records - Texas Mission, and was nicely edited by one of those missionaries to include some of the better questions asked by participants. (There are some other excellent presentations in that section of RootsTech by the way - well worth exploring, and all on YouTube now for easy access.)
