my grandfather came to the states in 1907 and on his declaration for citizenship he was born in Sant Matej, Istria, Jugoslavia on April 18, 1883. Have not been able to find this village or town. Are their maps or church records I can research?

Hello,
just checked parishes in Istria, and there is not even a church named St. Matej, so it might be a spelling error on the manifest. There are 3 St. Martin churches though (in Vrsar-Orsera, Vodnjan-Dignano & Beram).
Do you have his date of birth and name, I can try to look him up?

Sveti is the Croatian word for holy or saint, so yes, this is Sant, or Sveti Matej.
