I’m new to Italian research and could use some guidance. I’m looking for a birth record for Lucia Pe
I saw there were some records for Circello on FamilySearch, but they’re locked. Do I just need to wait until my FamilySearch center opens?

Recommend reading the FS Italian Civil Registration wiki for a good background:
https://www.familysearch.org/wiki/en/Italy_Civil_Registration has translation templates
https://www.familysearch.org/blog/en/italianindexing/ has templates with maps to where the key information is located.
The locked records are available freely on Antenati:
1816-1865
1866-1942 (coverage varies)
But births pre-1916 are available:
Here is a Lucia Petriella, daughter of Vito Petriella and Maria Fusco:

Yes, restricted records can only usually be viewed at a FHC. But, it's unlikely there will be any records on film for 1914....civil records that were photographed only usually go to 1910 due to privacy laws when they were photographed. That doesnt mean they're not available but you will need to reach out to the comune or have someone visit the state archived..I would recommend giving that person a short letter indicating they are your proxy as a direct descendant.
