Fake information on birth certificate; two birth certificates in the vital records in Chicago

What can I do about a fake person? My dad was not adopted but simply "handed over" to a foster mother shortly after his birth in 1920. He didn't need a birth certificate until he joined the Army in 1942. So the foster mother "manufactured" a birth certificate, complete with a fake father. Can this be corrected, or at least have a comment entered? His real, original birth certificate was not discovered until 1990. It has several fake entries also.
