Hi,
Jewish birth certificates began after 1830-1850 depending on places.
If somebody lucky sometimes can find his relatives entries among catholic or reformed records. You also can find data in censuses.

Good suggestion @Tamas Ecseki! Here's an article about Jewish records contained in records of other denominations. It's possible that the Jewish records prior to 1850 might be in the Catholic records.

Also, you had asked previously about military records, so I did some reading up on that for you - they would be Austrian Empire military records which are held in the Austrian Military Archives in Vienna. Here's a list of resources that might help you locate the information you are looking for.

Regarding "the next record set after 1895", that's called the civil registrations, which are unavailable for places now in Slovakia. (If you're a direct relative you may be able to request an extract, for a fee. It'll be translated to Slovak and will not necessarily contain all of the information from the register.)
(Most congregations, at least the Christian ones, continued to keep vital registers after the start of civil registration, but there's a lot of disorganization about the current location/ownership and digitization of those records.)
As Ellie points out, the 1869 census enumerations from Sáros county are among the most complete. You can also check the 1828 land census (Berzevicze starts here: https://www.familysearch.org/ark:/61903/3:1:3Q9M-CSR9-83M2-B?i=264&cat=231564). There was also a specifically Jewish census in 1848, but it only survives (or possibly was only done) for the larger cities. (FS catalog page: https://www.familysearch.org/search/catalog/352982).
