Is the comment box for specific case feedback or for a permanent part of the change log?

It is not clear where the comments are going. Some comments I intend for the product team and would likely be confusing for later users — while, some comments are for later users.

It's easy to check. Just look at the change log:
That box is the reason statement for the merge and becomes a permanent part of the Change Log.
I don't get any Feedback tab on the merge page, so it looks like any comments that are strictly for the developers should go here in Communities.
