When Canada isn't Canada

Elmire Primeau https://www.familysearch.org/tree/person/details/L2HJ-DSN was born in Québec in the 1830s. I'm still searching for a possible birth/baptism record.

If I set her place of birth to the appropriate standard place for the time, the PQS is not available.

If I set her place of birth to Canada, her PQS is high with a conflict fault for the placename.

It's the same place. IMHO, either the PQS should appear when the correct placename is used or the PQS should not be high when the incorrect placename is used.
