Does any one know where I could find Russian military records for my 3rd Great grandfather. Alfred(Andrew) Minkevitch, and my 3rd great grandma met in Moscow in the 1930s, while he was in the military.

ria1914.info for officers in WW1 and Russian Empire army in general

someone who was born in 1890s is probably too old to appear in WW2 and it's not clear if they served the imperial military in WW1 or joined the Red army after 1917 revolution

Here is supposed to be the service list for one officer named Andrey Minkevich, but the site wouldn't load any documents and I've tried several times yesterday and today. Maybe it works better some time later on.
