you mention the "complex" numbering system - which it is indeed, obviously related to different registers. In the marriage register (see your comment above) page 613 is given in relation to Luise Rüegg - and the file name here states page 613. The problem is that the page number is obscured - I have tried to enhance it - and now read 610. Have you got copies of neighbouring pages, where page numbers can be read with confidence? See also comment further below.
For the different numbers: we have the document's page numbers (here 610 or 613?) - then "Neu Gem R fo. nnn" (new community register page nnn) - and finally 1931 / 1934 / 1938 (likely numbers from a still later family register).
But now for the entry of interest: Neu Gem R fo. 613 / 1934 … do we have here page 610 after all - and page 613 (see above) is the one from the new register?

Hans Rudolf is Zimmermann [carpenter] s(esshaft) in Kämpten, since 1838 in Ettenhausen. Faillit laut Amtsblatt vom 30. XI. 1847 [Falliment is the oldfashioned word for banruptcy].

The Ruegg page number listed above is definitely 610. The number just above the Ruegg entry is 613. From what you said this is a reference to a new register, maybe a civil record.
I assume Hans Rudolf is Zimmermann is a godparent or sponsor.

No - this is written between Neu Gem R fo. 613 and Hans Rudolf Ruegg and definitely refers to the husband: he used to live in Kempten, got married in 1838 and in that context moved to Ettenhausen.
