Not word for word translation - but this is what I see:
The 10th April 1794, proclamation obtained by the dean marriage contracted with no (dispensation or impediment?) of one Petrus Franciscus de Vos from Petegem near Donsae [Deinze] and Petronella Susanna Schulover from Nazareth both before me and signing two witnesses Johanne Baptiste Dupon and Maria Catharina de Scherder
