It looks like "aus morum dispens. de 3 gradu consang." which I think means they got dispensation to be married even though they were related by 3 degrees of consanguity. 2nd cousins are probably the most common 3 degree relatives but there are other relationships that are considered 3 degrees.

I'm not sure what the correct spelling of Johann's last name. The scribe seems to change how he writes some letters and I can't get a good feel for it. It does seem to start "Koh" but I am uncertain of the last two letters. If I had to guess I'd say "Kohss" based upon the way the scribe wrote the two "s" in the word "Testes".
