Need help Translating Marriage Record
I have attached this marriage record in two parts so it would be easier to read.
It is quite a lengthy full-page marriage record. I hope it is not too long and detailed for someone to translate. A few weeks ago I found the marriage in church records for Breitenbach, Homburg, Rhineland-Pfalz on FamilySearch but then found this lengthy and detailed record on Ancestry. It was in the collection Saarland Records, Niederkirchen, 1846 marriages, image 29.
Would this be a civil marriage record at the District Office in Homburg, Homburg, Bayern?

yes, this is the civil marriage record from the municipality of Niederkirchen.
Translation:
In the year 1846, April 8, at 11 a.m. appeared before us, Adam Seyler, mayor of Selchenbach and registrar of the municipality of Niederkirchen, canton Cusel, district Kaiserslautern in the Palatinate of the Kingdom of Bavaria, with the request to join them in marriage:
Carl Meyer, farmer living on the Bambergerhof in Breitenbach, single, born there on 9 April 1824, 22 years old, son of age of Martin Meyer, 69 years old, and Magdalena Haass, 67 years old, both spouses and farmers living on the said Bambergerhof, currently consenting to the marriage, and
Maria Catharina Schneider, without trade, living in Niederkirchen, single, born there on 23 June 1826, thus 19 years 10 months old, minor daughter of Wilhelm Schneider, 66 years old, farmer in Niederkirchen, and of his former wife Anna Margaretha Seyler, who died in Niederkirchen on 2 November 1845, the father present and consenting to the marriage;
The death of the bride's mother is recorded in the death register of the municipality of Niederkirchen kept by the mayor's office under number 7 of the previous year; the bridegroom has presented a military service certificate proving that he has complied with the compulsory military service and by the attached notification of the mayor's office Fronhofen that he has taken the oath of citizenship.
The first proclamation took place in front of the main door of the community center on the 29 March 1847 at 10 a.m., and the second there on 5 April of the same year also at 10 a.m.; in the same way the first and second proclamation according to the attached certificate on 22 and 29 March of the current year each time at 12 noon in front of the door of the community center at Frohnhofen.
Since no opposition to this marriage had been insinuated to us, we, after previously reading out all the above-mentioned writings and the 6th chapter of the Civil Code, entitled: Of Marriage, complied with the request addressed to us and asked the future husband and wife whether they wished to take each other as husband and wife. After both, and each in particular, had given an affirmative answer, we declared in the name of the law that Carl Meyer and Maria Catharina Schneider are united in marriage.
Whereof we have drawn up this act in the presence of Theobald Schneider II, 37 years old, Adam Schneider II, 39 years old, both farmers and brothers of the bride residing in Niederkirchen, Daniel Seyler III, 43 years old, and Theobald Seyler, 43 years old, both farmers residing in Selchenbach, who are not related to the ___, who have signed this act with us and the contracting parties, after it having been read out. The mother of the groom declared to be inexperienced in writing.

This document opened my eyes to what great German records are available. I knew what church records were and what they contained but had no ide what a civil record would contain. there is so much genealogical information in this marriage document. I am overjoyed!
