Unfortunately the right-edge of the record is missing and while I can figure out most of the missing words, the month is missing. Given that this is record no. 3 and the numbering of the records would begin again with each new year, the month might be January and I do see the bottom of what looks like a capital "J" at the end of line one.
Translation:
No. 3. Birth Record of Margaretha Leuck.
In the year 1819, on the 16th of the month of January? at 10:00 am appeared before us, Johann Engel Pabst, mayor and civil registrar of the [community] of Einselthum, Canton of Kirchheimboland, District of Kaiserslautern, Kingdom of Bavaria, Johannes Leuck, shoemaker, age 28 years, residing in ________?, who explained to us that from his wife Anna Maria Ewerhart on the 16th of this month in the morning at 5:00 am a female child was born, and to whom he gave the forename Margaretha.
The present statement happened in the presence of (1) Johann Philipp Köhl, farmer, age 52 years, and (2) Johann Jacob Bardon, farmer, age 43 years, both residing in Einselthum, and the father and the witnesses have signed the present birth record, after it was read, with us.
