At that time (1864) there was no civil registration of births. Births were only recorded in connection with the baptism in the church book of the respective parish. Duplicates of the church books of the Magdeburg parishes are avalable in the State Archive Sachsen-Anhalt (https://landesarchiv.sachsen-anhalt.de/startseite/), however as far as I can see only on microfilm, not online. So, finding the record of your ancestor would require a visit to the archive, either by yourself or by a researcher who you need to hire for that job. Also, as there were several parishes in Magdeburg, one needs to go through all church books if you don't know the parish.
