Is this how I should create a citation for this marriage certificate?

Is the following an accurate synopsis of most genealogically relevant information of the attached marriage Certificate?

[West] Medvéditzkaia (Arormie?[Province] du Don, Russia) 8 (21 May) 1897, son of Victor Olimpieff and Alexandra Chiraieff, his wife, without profession, living at Oust. Would there be any benefit to transcribe the record in English? I don't read France.

@ChrisPetersen I am unable to see the first part of the marriage certificate as it's blank. I can only see the second part (which is incomplete without the first). Maybe you can reattach the first part in another format.

I have had problems attaching the first page of the marriage Certificate. I added it as a document in FamilySearch and pasted the link below.
