Are these two different 'h's?
1719 marriage record for Philipp Jacob Röller and Maria Magdalena Eckert in the Pfalz (bottom record): Am I right in assuming that the 'y' looking letter in what looks to be 'alhir' and 'Elh.' is an 'h', equivalent to the 'h' in the placename Mühlhofen?

Yes, you are right that both letters mean "h". The letter in alhir is the classical German cursive "h" whereas the names of people and places are often written in Latin script which uses a letter "h" similar to modern script.
See also the different letters for "S" in Sind (first word, German cursive) and Sebastian (Latin script).

Thanks for confirming that, @Ulrich Neitzel -- knew that to be the case for people's names, but wasn't sure about place names.
