If by Catholic you mean Roman Catholic, then either the location or the date are incorrect: Roman Catholics from Tarnó, Sáros county (later Tapolytarnó, now Tarnov, Bardejov, Slovakia) were recorded in (Tapoly-)Sárpatak (now Mokroluh, Bardejov, Slovakia), and there was no birth or baptism recorded there on September 14, 1883, and no baptism of a Frank/Franciscus/Ferenc in the entire year (https://www.familysearch.org/ark:/61903/3:1:S3HY-69DS-35B?i=308).

Great find, @thomas peters! @Nathan Seth Hansen, going off of the birth record Thomas found for Theodorus Lasztivka, I performed a search in the same microfilm and found two other children, that is, siblings of your 1883 Theodorus: Anna, born in Csarnó on 29 April 1896 and baptized on 3 May 1896, and Josephus, born in Csarnó on 24 April 1900 and baptized on 29 April 1900. The family was living in house #91 at their births.
