Have you tried to see if he had a passport? He could also have been in a newspaper or an obituary. Perhaps, you might be able to see if the driver license department might still have a picture of him.

Looking on ANCESTRY shows that 5 people have William Westley Hobley on their Family Trees. One of the Tree administrators is ANTHONY HOBLEY. I would suggest you nicely contact Anthony and see if he has a lead on the photo you are looking for. Keep in mind that you are probably a surprise addition to the family, and a skeleton coming out of the closet, so to speak. Thank you for your suggestions. I know Anthony Hobley. He is a DNA match on ancestry as half nephew. His family has no pictures nor idea of what he looks like. Can you share others that have William in their tree?
