From 1815 to 1870, you are not going to find civil records for Veneto because it was under control of the Austrian Empire from 1815-1859 and during that period there was no civil registration, only church records. Veneto was annexed by the new Kingdom of Italy in 1866 but civil registration was not instituted until about 1871. Church records for Veneto are generally not online, but you may want to check the FamilySearch catalog.
There are some Napoleonic era civil registration records available for some areas of Rovigo in Antenati. This FamilySearch wiki has details:
