He was born in Dusseldolf Germany on 23.06.1909, but lived in Picinisco Frosinone Italy. ​

For Picinisco you would have to write to the State archive of Frosinone, which has records for the Military District of Frosinone. There is an email contact at the bottom of this page. You want the foglio matricolare or ruolo matricolare; you need to provide the name and DOB for your ancestor as well as his home town.
