Lubarsky family in Korsun-Shevchenkivs’kyi
My great Grandfather, Morris (perhaps Moische) Lubarsky was born in abt 1851, emigrated in 1891 and died in Philadelphia 25 Jun1906. His father was Yosief, wife was Getel Kaminsky 1849-1911. Family stories were Morris worked in one of the Czar’s Summer Palaces. I suspect it might have been in what is now the Korsun-Shevchenkivshyi Historical Cultural Preserve. Can you suggest any sources in Cherkasy Oblast?

Do you know what religion they belonged to? Or the name of the town? I'm guessing it might be Korsun-Shevchenkivskyi itself or somewhere near by. These details will be important in locating records.
There are some metrical books (church records) available through FamilySearch for the Cherkasy Oblast, but I'm not seeing your town listed there.
Here's an archive catalog, you'll want to look at the state archive of the Cherkasy Oblast If you look at the table of contents on page 3, you'll find the heading ДЕРЖАВНИЙ АРХІВ ЧЕРКАСЬКОЇ ОБЛАСТI and that will be what you want to look at. The document is in Ukrainian, but you can copy and paste things into Google Translate

Also found an entry for Korsun-Shevchenkivskyi on Beket, a Ukrainian site that is AMAZING when it comes to genealogy. It has an extensive history and then if you scroll down it has some information about what kind of records are available, which archives they are stored in and the fond, delo, and opis numbers (which are kind of like a call number that will help you find the record in an archive). If you are using Google Chrome, right click and choose translate to English to help you read it.
This link (also on Beket) shows all the towns within the region of Korsun-Shevchenkivskyi. It might be useful to look there if you are finding your ancestors are from somewhere nearby rather than the city itself.
I'd also recommend checking out the Ukrainian Citizens Database, you may find information in public family trees there. They have about 3.7 million names in the database, so maybe you'll get lucky! It's also being added to all the time, so check back often. They also have a small collection of records under Library, but I didn't check to see if there are records for your area. They are organized using hashtags.

I believe they were Jewish. Seems interesting that GGF reportedly worked for the Czar or in a summer palace. Also he may have operated the toll booth on a ferry for a wealthy brother or other relative. The few birth records I have seen suggests that they were from Korsun itself. GF, Joseph was rumored to be a multilingual factory foreman in Russia.
Believe the palace in Korsun regularly employed townspeople.
Spelling translated from Russian could have been Lyubarskiy a though have only seen it in genealogical records as Lubarsky.

If they were Jewish, I'd also recommend using JewishGen.org, and Routes to Roots. Routes to Roots will help you determine what Jewish records are available in the town.
You may also find the Russian forum Jewish Roots useful or there is a Facebook page called Tracing the Tribe that helps with Jewish research in Eastern Europe. Those might also be some good places to search and/or see if you can connect with anybody.
The spelling of your surname in Russian is probably Любарский.
