The marriage date is definitely the one at the top (Nov 26, 1699).
The event to wich the date at the bottom refers to is unclear - there is an unreadable word after the date (maybe "recognitus" in latin).
If the same date is found in other docs on the same register, it may refer to a "check" done by a clerk priest during a "visita pastorale" of the bishop to ensure all procedures were followed properly.
Do you have another examples of this added date?

Thank-you for your help. The phrase is receperant beneditiones sacerdotalem which Google translates as receiving a priestly blessing. Many of the added dates I'm finding are for the 1st few months of 1702 but not all. Your idea about a "check" makes sense. I'll attach a few more examples.
