You should be able to find him in the Civil Registration records for Terni. The images can be browsed on FamilySearch. https://www.familysearch.org/search/catalog/778541?availability=Family History Library It would be good for you to know an exact birthdate or the names of his parents to be able to properly identify him in records if there is more than one person born in the city with the same name at the same time. If he married in Terni, you might want to look for his marriage first as that record would give the names of his parents. You will have to browse the images.
